The Blues, according to London World are keen to sign the striker but have not been able to agree a fee with his club, Ojodu City.
That has left the door open for Lazio, who have been monitoring the situation, to register their interest.
The 18-year-old Nigerian wonder kid attracted interest from a number of top European clubs after registering 10 goals in six games at the Viareggio Cup earlier this year.
It would be recalled that Ibrahim had a video phone call with Chelsea star Raheem Sterling, who convinced him to take up the trial at the West London club.
